The district straddles two language regimes: the City of Verviers and the neighbouring municipalities administer in French, while Eupen and the German-speaking Community administer in German. What the public administrations sector demands here

The Verviers district has a linguistic make-up found nowhere else in Wallonia. Nine German-speaking municipalities sit alongside French-speaking ones, Malmedy and Waimes offer facilities in German, and a resident of Eupen addresses the administration in their own official language. At the counters in Verviers, Dison or Pepinster, meanwhile, people turn up who speak neither French nor German. The interpreter occupies a narrow position there: render, without steering or advising, in interviews where their neutrality determines whether what is recorded stands up.

Two kinds of text run alongside each other here and need different hands. A tender specification answers to strict formal rules and to a publication timetable that leaves no room for guesswork. A letter to a resident has to land on the first reading. Sending both to the same linguist would be a mistake.

An administration in the German-speaking Community will not accept a document in French on the grounds that French is a national language: on its territory the language of administration is German.
